Attention: the strictest water resource management system will be announced within this year

Huang He,deputy director of the development research center of the Ministry of water resources,told China Securities News recently that in order to implement the"strictest water resource management system"proposed by the central water conservancy working conference,the Ministry of water resources is studying and formulating a series of specific implementation plans,which will be announced within this year.
In 2011,"No.1 document of the Central Committee of the people's Republic of China"defined"three red lines"to strengthen the national water resource management,namely,the national total water use control objectives,water use efficiency indicators and water function area pollution capacity.It is proposed that by 2020,the total annual water consumption will be controlled at 670 billion cubic meters;by 2015,the water consumption of ten thousand yuan industrial added value will be reduced by more than 30%compared with the current situation,and the effective utilization coefficient of agricultural irrigation water will be increased from 0.5 to more than 0.53;the water quality standard rate of main water functional areas in China will be increased to more than 60%.
The Yellow River said that in order to implement these goals and requirements,the Ministry of water resources is working with relevant departments to study a series of implementation measures.In terms of water consumption control,under the total control goal of"the total annual water consumption of the whole country will be controlled at 670 billion cubic meters by 2020",the decomposition of water consumption by basin and province has been preliminarily completed.
In terms of water use efficiency indicators,the water quota system will be implemented by region,industry and product.If the relevant units and enterprises exceed the upper limit of water quota,they will double the charge.Some enterprises with serious waste of water will also be subject to punitive water price.
In addition,the state will also strengthen industrial water standards.Previously,the water industry standards published by relevant departments involving 12 public service industries,23 production and operation industries and related products will be upgraded to national standards and enforced.At the same time,some new high water consumption industries and products not covered in the standard will be supplemented with relevant water standards in time.
According to the analysis,the formulation and implementation of water quota system will limit the development speed of high water consumption industries such as battery,coal chemical industry,etc.,and will urge various industries to actively take water-saving measures,and then drive the development of industries such as urban water supply and water conservation,as well as farmland irrigation and water conservancy into the fast lane.Therefore,listed companies engaged in the design and construction of water supply projects and the production of related products,such as Zhonghua water(600187),Chongqing water(601158),etc.,and listed companies engaged in agricultural water-saving irrigation projects and equipment,such as Xinjiang Tianye(600075),Dayu water saving(300021),etc.,will take the lead in benefiting.
