Recently,the State Council issued the comprehensive work plan for energy conservation and emission reduction during the 12th Five Year Plan,which determined the total emission control objectives of chemical oxygen demand,ammonia nitrogen,sulfur dioxide and nitrogen oxide of all provinces(regions and cities)and the share of each region during the 12th Five Year Plan Period,and proposed"taking the total emission control of pollutants as the precondition of environmental impact assessment"and"carrying out the total amount of coal in three regions and six groups"There are 50 policies and measures such as control and implementation of denitration electricity price.It is understood that at present,provinces(districts and cities)have started to formulate implementation plans and specific implementation opinions according to their respective shared emission reduction tasks.
According to the 12th Five Year Plan,China's pollution reduction targets will be expanded from two items of chemical oxygen demand and sulfur dioxide to four items,and ammonia nitrogen and nitrogen oxides will be added.The plan also specifies the energy conservation and emission reduction targets.In 2015,the total emission of chemical oxygen demand and sulfur dioxide in China decreased by 8%compared with that in 2010,and the total emission of ammonia nitrogen and nitrogen oxides decreased by 10%.The plan also specifies the emission reduction of four pollutants shared by all provinces(regions and cities),among which Beijing's emission reduction of these four pollutants exceeds the national goal.
Liu Bingjiang,deputy director of the total pollutant emission control department of the Ministry of environmental protection,said that the emission reduction indicators of all provinces(regions and cities)are linked with the local environmental conditions.The environmental protection department has designed the indicators well,which will form a backwardness mechanism for provinces(regions and cities)with outstanding pollution problems,promote them to eliminate backward production and adjust the secondary production structure.
It is understood that at present,provinces(regions,cities)have started to formulate implementation plans according to emission reduction indicators.The Beijing Municipal Environmental Protection Bureau said it has formulated relevant policies and is now seeking opinions.
